Eligibility Committee
After creating a personal learning plan and exploring all available educational options within the school, parents may apply to the Eligibility and Classification Committee.
The meeting takes place in the conference room of Efrat’s Psychological Services. Parents, with or without the student, meet with a professional team that includes representatives from the school, the psychological service, the local authority, and the Ministry of Education.
The committee discusses the student’s functioning and challenges and determines the most suitable educational framework, granting eligibility for special education placement as needed.
Required documents for submission to the Placement Committee
1. Educational report.
2. Psychological report (no older than 5 years).
3. Medical or psychiatric report, if relevant.
4. Copy of one parent’s ID card, including the page showing the home address and the child’s name. In the case of a different legal guardian, a legal document confirming guardianship must be attached.
5. Updated vision and hearing test results.
6. A written request to the Placement Committee, signed by the parents or legal guardian.
Eligibility is valid for three years and must be renewed through the educational institution after this period.
Committees are held annually from January 1st to May 15th, and for kindergartens until May 31st.
Based on the committee’s decision, the appropriate educational framework will be determined, subject to parental choice.

After the Eligibility and Classification Committees, **Placement Committees** are held by the municipality to assign students to special education frameworks. These meetings take place in early June to ensure that placements are provided alongside those of students in general education.
To apply to a Committee of Exceptional Cases (Vaadat Charigim), which meets throughout the school year only in special circumstances:
