Supporting the next generation of Efrat and creating accessible housing opportunities for young families is one of the Council’s highest priorities. As part of our commitment to fostering a vibrant, engaged, and growing community, we are pleased to advance the Temporary Caravan Neighborhood Project.
The purpose of this initiative is to provide young families with affordable housing and a strong financial foundation during the important years of higher education, professional development, and family growth. The temporary housing solution is designed to help residents establish themselves economically and, ultimately, transition to permanent homeownership within Efrat.
Building Community Together
The neighborhood is intended to be much more than a housing solution. It is envisioned as a foundation for a young, dynamic, and contributing community. We are seeking residents who see themselves as active participants in the life of Efrat and who are eager to contribute to the community’s social fabric.
Fairness and Transparency
As the number of available units is limited, the Council has established clear, objective, and transparent eligibility criteria. This application process is designed to ensure that this valuable public resource is allocated fairly and reaches those who can benefit most from it while strengthening the future of our community.
Applications will be accepted until June 24, 2026, at 12:00 PM.
Eligibility Criteria
Applicants must meet all of the following requirements:
* Age: At least one spouse must be 37 years old or younger.
* Connection to Efrat: Applicants must either have resided in Efrat for at least the past three years or qualify as a “Next Generation” family, meaning one spouse is the child of parents who currently reside in Efrat.
* No Property Ownership: No member of the household may own a residential property or any other real estate asset.
* Military or National Service: At least one spouse currently serves or has served in the IDF, military reserves, or National Service.
* Financial Standing: Applicants must have no outstanding debts to the local authority, including municipal taxes, water bills, or other municipal obligations.
* Family Status: Married couples (with or without children) and single-parent households with dependent children may apply.
Rental Terms and Pricing
To ensure that the project serves as a temporary stepping stone toward permanent housing, the following rental structure will apply:
* Initial Lease Term: Three years.
* Unit Sizes: 46 sq. m. and 70 sq. m.
* Monthly Rent:
* 46 sq. m. unit – NIS 3,200
* 70 sq. m. unit – NIS 4,200
Extension Policy
At the conclusion of the initial three-year lease, tenants may submit a request for an extension. Approval of any extension is subject solely to the Council’s discretion.
* Extensions may be granted for one year at a time, for up to two additional years.
* During any extension period, rent will increase by 50% above the original rental rate.
* Under no circumstances may residency exceed five years.
Purchase of a Permanent Home
Tenants who purchase a permanent residence during the lease term will be required to vacate their unit at the conclusion of the academic year in which the property was purchased.
Important Note
Residency in the neighborhood is temporary and time-limited, in accordance with the lease agreement. This policy is intended to ensure fair turnover and provide future opportunities for additional young families seeking to establish themselves in Efrat.
